Youth Council Guide to Creating a Youth Development System

Integrating youth development principles into youth training and workforce participation programs was mandated by policy changes in the Workforce Investment Act (WIA). The act authorized over one billion dollars per year to help low-income youth acquire the education, skills and work experience they need to make the transition to productive adulthood. This guide offers training materials and technical assistance for WIA-mandated youth councils to help put in place a coordinated community approach to youth workforce programs.
